Welcome to the Criminal Justice Section
The Criminal Justice Section is dedicated to helping all North Carolina criminal lawyers—defense attorneys, prosecutors, and judges—better serve our clients and our state. Our Continuing Legal Education programs update practitioners on changes in the law and probe deeply into specialized areas. Our quarterly newsletter, The True Bill, is a valuable source of practical knowledge. And we have designed this web page to consolidate, in one place, links and information specially tailored for North Carolina criminal attorneys. We want it to be your home page.
No other organization is dedicated to bringing together, under one umbrella, the entire North Carolina criminal bar. Thus, the Criminal Justice Section is uniquely positioned to identify areas of agreement among prosecutors, defense attorneys, and judges, and to seek solutions that benefit the entire criminal justice system. Please join us as we work together for liberty and justice.

"NC Casemaker" contains a link to the Casemaker online legal research library and information on how to use this valuable free member service, which provides access to state and federal materials including the NC Pattern Jury Instructions, NC Supreme Court Opinions, NC Statutes, NC Court of Appeals Opinions, NC Attorney General Opinions, US Supreme Court Opinions, US Code of Federal Regulations, all Federal Circuit Court Opinions, and Federal Rules of Criminal Procedure.

Criminal Justice Forums
"Criminal Justice Forums" contains 3 types of web-based discussion forums for (1) section/division members only, (2) NCBA members only, OR (3) Open Forums where anyone can view them, however only section/division members can add threads or comments. It also provides access to the NCBA Forums, a centralized communication tool for each of the NCBA's 28 sections and 4 divisions, and other areas of interest to legal professionals.

Read Advocacy Material: President Bush Signs Second Chance Bill
 President George W. Bush today signed into law the Second Chance Act of 2007 – legislation inspired by his 2004 State of the Union address – which authorizes $362 million to expand assistance for people currently incarcerated, those returning to their communities after incarceration, and children with parents in prison. It quickly gained broad bipartisan support and earned the backing of law enforcement, state and local government, religious and justice reform organizations. The Second Chance Act was first introduced in 2004, by then-Representative Rob Portman (R-OH) and Senator Sam Brownback (R-KS), to help the nearly 700,000 people leaving prison each year.

Read Publication: Disparity By Geography: The War on Drugs in America's Cities
Documents the growth in drug arrests at the city-level between 1980 and 2003 and the role of the "war on drugs" in expanding racial disparity in the criminal justice system. The extreme variations in arrest rates among cities raise critical questions about the effect of local policy decisions, not overall drug use rates, in driving law enforcement patterns.

Read Feature: Lawrence and Lamont Garrison
Identical twins Lawrence and Lamont Garrison were inseparable. In elementary school, one would rush to the other’s classroom and wait until he was dismissed. Living in the same house in Washington, D.C. that their mother and grandmother had grown up in, they attended Howard University together. Both worked part time to help pay their tuition – Lamont for the Department of Justice and Lawrence for the Department of Energy. Good students and aspiring lawyers, the twins graduated together in May 1998.
